16-Civ-A3 Municipal and Environmental Engineering

Two exams share 16-Civ-A3: PEO's Municipal and Environmental Engineering, and the national Elementary Environmental Engineering. PEO's version (cross-listed as 07-Wrse-A6) covers the water, sewer and drainage systems a municipality plans and runs. Engineers Canada's syllabus and EGBC set Elementary Environmental Engineering under this code, and PEO lists that version for national candidates only. Check the title on your letter before you study.

Planned for wave 2.

Also written 16 Civ A3; EGBC's environmental papers before 2017 use the older code 98-Civ-A3.

What it covers

  • Planning municipal services: population forecasts and water demand
  • Water supply: developing sources, transmission, storage, pumping and distribution networks
  • Unit processes in water and wastewater treatment
  • Sewers and drainage: sewer and culvert hydraulics, collection networks and stormwater management
  • Roads and land development as part of municipal infrastructure
  • Maintaining and rehabilitating water and wastewater systems, buried pipe design and optimizing network layouts
  • National version (Elementary Environmental Engineering): what drives pollution, and the chemistry, mass balances, reaction kinetics and microbiology behind environmental work
  • National version: applying those principles to water resources, water and wastewater treatment, air pollution, solid waste, impact assessment, sustainability and ethics

On exam day

  • PEO version (Municipal and Environmental Engineering): open book. Printed books and your own printed notes are allowed; digital copies are not (EGBC Fall 2026 schedule).
  • National version (Elementary Environmental Engineering): closed book, with one handwritten 8.5 by 11 inch aid sheet of notes and formulae, both sides (EGBC Fall 2026 schedule).
  • Any non-communicating, non-programmable calculator.
  • Written online and remotely proctored. EGBC's candidate guide describes a 15-minute grace period at the start and up to 30 minutes after the exam to upload your written solutions.

Texts the syllabus names

  • PEO's civil exams page names no texts for its Municipal and Environmental Engineering version (as of November 2026)
  • For the national Elementary Environmental Engineering version, Engineers Canada names R. Mines and L. Lackey, Introduction to Environmental Engineering

What we are building

  • Lessons and original problems for the PEO version that will run from demand forecasts to sewer and stormwater design
  • A separate track for the national Elementary Environmental Engineering version, so you will study the exam on your letter
  • Timed mocks that will follow each version's rule: open book for PEO's, one aid sheet for the national one

Most tested, 2014 to 2019

These figures describe EGBC's environmental engineering exam over 11 sittings (May 2014 to May 2019), not PEO's Municipal and Environmental Engineering, which appears only once in EGBC's posted papers (December 2019). Every paper offered seven 20-mark questions and candidates answered five. The marks spread across all 13 syllabus topics, led by air pollution (13%), sustainability and ethics (12%), water treatment (10%), and the causes of pollution and water resource management (9% each).

From 11 sittings and 77 questions of the papers EGBC published. Statistics only: we do not reproduce the questions.
